 1. (C) On March 26, First Secretary Oybek Abdiev of Uzbekistan's 
Ministry of Foreign Affairs United Nations and International 
Organizations Department informed Poloff that he will represent the 
Government of Uzbekistan at the April 14-15 Global Initiative to 
Combat Nuclear Terrorism workshop and April 16 Exercise Planning 
Group meeting in Seoul, South Korea.  Organization for Security and 
Cooperation in Europe (OSCE) Senior Project Officer in Tashkent 
Bernard Rouault told Poloff recently that OSCE will be funding 
Abdiev's participation in the meetings.  (Comment: It is unlikely 
that Abdiev would have participated otherwise.  End comment.) 
Rouault also indicated that OSCE would like to send one of its 
Uzbek employees to the Global Initiative events in South Korea.
