 1.  (SBU) DFA senior and working-level officers charged with 
oversight of SAG implementation of UNSCR 1737 and 1747 have 
been unavailable for meetings; we will continue to try to 
engage them on Ref A topic.  Acting PolCouns did raise the 
matter with DFA Deputy Director for Nuclear Disarmament and 
Non-Proliferation Michiel Combrink in conjunction with Ref B 
demarche on the Iranian light water reactor solicition. 
(NOTE: Combrink has substantive responsibility for the 
technical nuclear proliferation aspects of 1747 
implementation and sits on the relevant SAG interagency 
working group). 
 
 2.  (C) Combrink took the information on board and expressed 
appreciation for the caution, but noted he was unable to 
respond formally on behalf of the SAG as travel restrictions 
were not within his purview.  He then added "that message is 
understood here perhaps more than you know" but said he could 
not go into details.
