Hilary Olsin-Windecker, reasons 1.5 (b) and (d).
(C) Polchief shared the revised draft UNSCR text on
Iraq (included in reftel) with the UAE Ministry of
Foreign Affairs' Office of the Under Secretary and
Department of International Organizations on June 2.
Yacub Al-Hosani, the director of the International
Organizations unit, told Polchief that the UAEG is
studying the resolution very carefully, but that
ultimately it is not the resolution but its
implementation that will be important. Al-Hosani also
said it was essential that the Security Council adopt
a resolution that clearly defines the multinational
force's authority and the duration of its mandate.
Without that kind of clarity, he said, there could be
some problems in the future. Al-Hosani also commented
favorably on the draft resolution's text related to
the control of Iraq's resources, and on the
establishment of the Iraqi Interim Government. We are
reporting the UAE leadership's expressions of support
for the new Iraqi leaders septel.
